Mısır’ın ünlü mumyası, İÖ 1300’den kalma II. Ramses 1979 yılında, Paris’te ki bilim adamları tarafından incelendiğinde, birçok bitkiyle doldurulmuş bağırsaklarında, kıyılmış tütün yaprakları da bulunmuştur Eski Mısır’da tütün kullanılmadığı bilinse de, bu buluş tütün bitkisinin var olduğunu kanıtlıyordu. Lakin tütünü ilk kullananlar Kızılderili’lerdi ve beyazların ilk defa Amerika’da karşılaştıkları koka gibi, törensellik atfettikleri bu bitkinin esiri olmuş değillerdi.

1492 senesi Kasım ayında Küba’ya yaklaşan Kristof Kolomb’un gemisinde, Rodrigo Yerez isimli bir İspanyol Yahudi’si de vardı. İspanya’da Yahudilerin sürgün edildiği bu zamanda Rodrigo, gemiye İbranice, Arapça ve Keldanice bildiği için alınmıştı. Çünkü ada halkından bu eski dillerden hiç değilse birisini bilen birisinin çıkacağı umut ediliyordu. Yerez yurduna döndüğünde ağzından burnundan duman çıkıyordu. İlk tütün tiryakisi beyaz adam, içine şeytan girdiği suçlamasıyla hapsedildi ve tütün maddesi olduğu öğrenilene dek hapiste kaldı.

Tütün bilimsel adını, “Nicotiana tabacum”un tabacum kısmını Orta Amerika Tabago adası veya Yukatan’ın tütün bölgeleri Tabaco ve Tabasco’dan almıştır. Nicotiana ise Fransa’nın Portekiz elçisi Jean Nicot’nun (1530-1600) adından gelir; tütünü 1560’li yıllarda ilk Fransa’ya götüren odur.

Tütün önce süs bitkisi olarak bahçelere ekilmiş, daha sonra da öksürük, astım, baş ağrısı, kusma, adet ağrılarına iyi geldiği iddia edilmiştir. Doktorlar da bir dönem tütün yetiştiriyorlardı, hatta Vatikan’ın bahçesine de dikilmişti.

1586 yılında Virginia kolonisinde, bir buçuk sene süresince yaşam mücadelesi veren göçmenler pes edip İngiltere’ye döndüler. “Kötü halde kokan buhardan başka bir şey olmayan tütün dumanını eğlence ve sağlıklarını sürdürebilmek için büyük bir istekle çeken ve ağız ve burunlarından tekrar dışarı üfleyen” göçmenler, tütünü diğer insanlara süratle yaydılar. Lakin tütün normalden daha pahalı idi. Pipo ile içiliyor ve tabagieen denilen bir çeşit birahanede pipolar elden ele geziyordu. Ceviz kabuğunu oyup kamış takanlar da olurdu, gümüşten pipo yaptıranlar da. Zengin gençler için pipo içmek, dans etmek, ata binmek, kâğıt oynamak gibi bilinmesi gereken meziyetlerden biri olmuştu. Tütün içmesi öğreniliyor, dumanından, halkalar yapılıp üfleniyordu.

Sonraları tütünün, paraları boşa savurmak olduğu tartışması başladı. 1605 senesinde Oxford Üniversitesi’nde kralın da katıldığı felsefi bir toplantı oluşturuldu. Kral’ın kendisi de söz aldı ve tütünün medeni ülkelerde bulunmadığını, barbarlara özgü olduğunu dile getirdi. Üniversite profesörlerinden olan Doktor Cheynell ise, ağzında ki piposu ile kürsüye çıkarak, kahkahalar arasında tütünün faydalarını anlattı.

1619 yılında tütün ekimi yasaklandı. Virginia’da altın bulamayıp tütün yetiştirmeye başlayan göçmenler, kralın İspanyollarla işbirliği yaptığını düşünmeye başlıyor, tütün taşıyan İspanyol gemileri yağmalanıp ganimetler İngiltere ülkesine satılıyordu. 1625 yılında, yeni kral ithal tütünden vergi alma kararını aldı. 1643 yılında tütün tekeli ihaleye çıkarılarak ekimi serbest oldu ve vergiler yükseltildi.

Tütün İtalya ülkesine 1615 senesinde girdi ve Venedik’te 1622’de olmak üzere şehir devletlerinde vergiye tabi oldu. Otuz Yıl Savaşları tütünün yayılmasında büyük bir etken oldu. İsveçliler tütünün varlığını 1630 yılında savaşa katılarak öğrendiler. Savaşın sonunda “bir kısmı tütünü içer, bir kısmı yer, bazıları burnuna çekerdi. Her biri tütünün neden kullandığım ve niye kendisine iyi geldiğini söylemeyi iyi bilir. Bir kısmının gözlerine kuvvet verir, diğerinin dimağını açar, diş ağrısını, kulak uğultusunu def eder, uykusuzluğu, susuzluğu önler…” diye yazan Alman yazar Grimmelshausen tütünün ne derece yayıldığına tanıklık ediyordu.

Lakin savaştan sonra, tütüne yasak dönemi getirildi. Alman şehirlerinin bir çoğunda tütün satışı yasaklandı. Eczane dışında satışına ve kullanılmasına karşı cezalar verildi. Bu yasak 1634 yılında Rusya’ya da getirildi; tütün içenlerin burnu yarılıyor, kırbaçlanıyorlar ve mal varlıklarına el konuluyordu.

Tütünü Osmanlı topraklarına 16. yüzyılın son yıllarında Cenevizli tüccarlar getirdi. Garip gelse de, Cenevizliler tütünü bazı hastalıkların tedavisinde kullanılan bir çeşit ilaç olarak tanıtmışlardı. Bu sayede kısa sürede, sağlıklı kalmak isteyen herkes çubuk sahibi oldu! İçiciliğin ardından üreticiliğe geçiş de fazla uzun sürmedi. Osmanlı topraklarında tütün tarımı ilk olarak Makedonya, Kırcaali, Yenice’de; Anadolu’da ise Bursa, Avunya, Söke, Foça ve Akhisar’da başladı. Anadolu toprağına çok iyi uyum sağlayınca da uluslararası pazarlarda “Türk Tütünü” ya da “Şark/Oriental Tütünü” (Turkish/Oriental tobacco) ismiyle en çok aranan tütün türlerinden biri oluverdi.

Tütün düşmanı IV. Murat’ın İran seferi ile tütün bu ülkeye de girdi. Şah da tütün içmenin cezasını idam olarak belirledi. Portekizliler tütünü Hindistan, Filipinler, Çin ve Japonya’ya taşımışlardı. Yasaklamalar da başladı. Tütün Çin’e 1567’de girdi, 1641’de yasaklandı. Lakin 1644 yılı Mançu işgalinden sonra yasak unutuldu. Japonya tütünle 1596’da tanıştı, yasak 1607’de geldi ve 1625’de pirinç ve sebze yetiştirilen yerler dışında ekimi serbest bırakıldı. 1630’tan sonra ise, gelen misafire tütün ikram etmemek ayıp sayılmaya başlamıştı.

İtalya’da tütünün günah olup olmadığı konusu tartışıldı. Papazlar kürsüde tütün içiyorlar, ayin boyunca cemaat aksırıp tıksırıyordu. 1642 yılında papalık tütün içmeyi yasakladı. Lakin bu yasağın, bu konuda soru soran Seville kiliseleri için olduğu dile getirildi. 1650’de ikinci yasak kararı geldi; bunun da St. Pierre Kilisesi için getirilmiş olduğu söylendi. İtalya’da günah ve yasak tartışmaları 1655’de tütün tekeli şarap tekeliyle birlikte ihaleye çıkarılana dek devam etti.

piponun tarihi

Tütün tekellerinin kurulması ile birlikte yasaklar kalkmaya başladı. Büyük Petro İngiltere’de tütüne alışmıştı, din adamlarının günah kararına karşı zevkle tütün içiyordu; 1698’de İngiltere ile tütün anlaşması yaptı ve tekel hakkını Mençikov’a verdi. Alman devletleri dışında tütün artık yasak değildi. Silahdar Fındıklık Mehmed Ağa, 1687 senesinde, hazine sıkıntı içinde olduğundan içki emanetinin yeniden kurulduğunu, meyhanelerin açıldığını ve tütüne de izin çıkarılarak gümrük konduğunu yazmıştır. Tütüncülerin esnaf loncası halinde örgütlenmesi durumuda 1725 senesinde olmuştur. Bu dönemde yeni bir moda başladı. Soylular artık pipo içmiyor, enfiye çekiyorlardı. Dumanı başkasının yüzüne gözüne üflemek artık ayıp olmuştu. Osmanlı üst sınıfları da enfiyeye başlamıştı, yolda birbirine rastlayan tiryakiler hemen enfiye kutularını çıkarıp ikram ediyorlar, buna da “kaldırım sohbeti diyorlardı. Esrarı kabaktan içmeye alışkın Ortadoğulular ise bu yöntemi geliştirerek, günümüzde bilinen nargileyi içmeye başlamışlardı.

18. yüzyılın sonuna doğru Amerika’dan puro alışkanlığı geldi. İspanya’dan İngiltere ve Fransa’ya yayılışı da yine savaş yoluyla oldu. 1788 yılında Hamburg’da ilk puro fabrikası İspanya örneğine göre kuruldu. Napolyon seferleri ise Avrupa’da tütünün girmediği yer bırakmadı. Savaştan sonra Almanya’da tütüne yine yasak getirildi. 1830 yılı devriminde ki istekler arasında, tütünün serbest olması da vardı. Tütün içmek devrimcilik ile özdeşleşmişti. Almanya’da tütün içme yasağının kaldırılmasında İtalya- Avusturya mücadelesi de etken oldu. İtalyan milliyetçiler tütün boykotu uyguluyor, tütün içeni Avusturya casusu ilan ediyorlardı. 1847’de İtalyanlar ile Avusturya askerleri arasında çatışmalar başladı. Bütün Avrupa’yı saran 1848 Devrimi, tütün serbestliğini de getirdi. 25 Mart 1848’de, Berlin’de ki “şehir merkezinde ve civar sokaklarda, yangın tehlikesi olmayan yerlerde” tütün içme yasağı kaldırıldı.

1853 Kırım Savaşı sigaranın yayılmasında en büyük etken oldu. Sigara İspanya’ya Brezilya’dan gelmiş, 1844’de Fransa’da üretimi başlamıştı. Kırım’da İngiltere, Fransa, Osmanlı orduları ilk kez bu çapta sigara tüketilen bir ortam oluşturdular. Savaştan sonra sigara alışkanlığı yayıldı ve birçok devlet puroyla rekabet edebilmek için iyi tütün ve sigara kağıdı kullanımına önem vermeye başladı. Birinci Dünya Savaşı başladığında sigara birincil asker ihtiyaçları içerisine girmişti.

Tütün ilk kez pipo ile öğrenilmişti. Pipo içmek bol dumanlı, bol araç gereç ve zaman gerektiren bir eylem idi. Kadınların tütün kullanmasının söz konusu olmadığı bu dönemde, erkeklerin buluştuklarında pipo içmeleri için ayrı salonlar lüzum ediyordu. Puro 19. yüzyılda bu aristokrat biçimine karşı halkın seçeneği olarak yayıldı. Ama ne öğrenci beş dakika teneffüste tuvalette puro içebilir, ne de makine başındaki işçi purosunun külünü ne zaman dökeceğini kollayabilirdi. Sigara, tütün bu kesimlere ulaşmaya başladığında etkili oldu. Bunların ara biçimleri enfiye ve ağızlıktı.

  Üst sınıfların tercih ettiği enfiye, pipo kadar donanım ve titizlik gerektiriyordu, en önemli özelliği bayanlarla birlikte içilebilmesi ve mekân sorununu geçebilmesi idi. Enfiye kutusu, yelpaze ve mendil süslü aristokratlara yakışıyordu. Sonunda dört biçimi de seçme imkanı doğduğunda, sigara 6-7 dakikalık bir soluklanma fırsatı imkanı vermesi ile sıradan insanların, puro işadamlarının, pipo ise kişisel özelliklere sahip olma iddiasını barındıran kişilerin, sanatçıların simgesi oldu. Kadınların pipo veya puro içmeleri bugün bile tuhaf karşılanan bir görüntü iken, uzun süre ağızlık, bir kadının görüntüsüyle ilgilenmesi, kendisine yakışanı bilip seçmesinin simgesi, sigara ile pipo arası bir seçkinliği temsil görevini yürüttü.

Reji İdaresi Tütün Gelirlerine El Koyuyor

Lakin bugünkü sigara paketine ulaşmak, hele de Türkiye’de hiç te kolay olmadı. Osmanlı Devleti, topraklarında yetişen tütünün gelirini dış borçlarına karşılık olarak 1883 senesinde kurulan Müşterek Menfaa İnhisar-ı Duhanı-ı Devlet-i Aliyye-i Osmaniye, yani halk tabiri ile Reji İdaresi’ne bıraktı. Osmanlı toprakları içinde tütün tekeline sahip olan Reji, tütünün fiyatlandırılmasından tartımına, depolanmasına kadar hep kendine yontar bir vaziyet alırken, köylünün kendi tüketimi için tütün ayırmasına bile müsaade etmiyordu. Reji’nin uygulamaları kaçakçılığa sebep olduğunda, Osmanlı Devleti bu tekele kendi kolluk gücünü oluşturma yetkisi tanıdı ve kolcularla ayınkacılar (tütün kaçakçıları) arasında süren kovalamaca on binlerce kişinin ölümüne oldu.

Tütün, Saatli, Anahtarlı vb. markalar altında ve ikramiyeli 25 dirhemlik paketler halinde satılıyordu. Hacı Şeyhoğlu Ahmet Kemal, l905’de 78 yaşında ölen, yani sigara öncesi dönemi gören dostu Halil Efendi’den nakleder:

 Bir gün tütüncüye gittim. Her günkü gibi on para ile tütün kesemi uzattım. Tütüncü: “Halil Efendi, bugünden itibaren bandrol kondu, paket içinde satılacak, paketi 30 para amma ikramiyesi var. Belki bedava içersin” dedi. Ben hiddetlendim, ‘Görmeden alınan tütün nasıl içilir,’ dedim. Tütüncü, istersen beş para daha ver paketi kesip yarısını vereyim deyince 12,5 dirhem tütünü 0,375 santime almak çok ağır geldi. Bunun üzerine öfkelendim, otuz senedir geceli gündüzlü içtiğim tütünü o anda terk ettim.

Tütün tezgâhlara bohça bohça yayılır ve “Amasya bamyası” gibi kepenklere asılırmış. Kaim kıyım, ince kıyım, cıvan perçemi, ovalama, kasap gibi kıyım türleri varmış. Tütünün sarıldığı kâğıt da böylece yan sektör haline gelmiş. 1857’de İzmir’de Atnaşola Biraderler defter, kese kâğıdı yanında sigara kâğıdı da üretmeye başlamışlar. Nikolaki Seferoğlu ise niyetli, manili sigara kâğıdı üreticiliğiyle başlayan iş yaşamını büyük bir servetle kapatmasıyla dönemin ünlüleri arasına girenlerden. 1914 yılında Sigara Kâğıtçı Esnaf Cemiyeti de kurulmuş. Sigara kâğıdı üretimi vakıf ve derneklere tanınan imtiyazlarla taşraya yayıldığı için bugün bu ufak kâğıtlar toplumsal tarihin önemli tanıklıkları arasında yer alıyorlar. Yakın yıllara kadar ihtiyarlar paket sigaraya itibar etmeyip kaçak tütün içtiklerinden kâğıt ihtiyaçları da kaçak sağlanıyordu. Kendi kişiliklerine göre seçtikleri tabakalarında sergilenen işçilik ve sanat ise son dönem Osmanlı küçük üretiminin nadide örnekleriydi.

İttihatçılar Reji tekeline son veremediler, dış borç alabilmek için gene Reji’ye başvurmak ve imtiyaz süresini uzatmak zorunda kaldılar. Rejiyi kaldıran Cumhuriyet oldu ama tütün tekel konusu olmaya ve can almaya devam etti.

İlk Filtreli Türk Sigarası: Samsun

Cumhuriyet’in yirminci yılında Şükrü Saraçoğlu, “İki geniş gelir kaynağımız gümrük ve inhisarlardır. Bunların her ikisinde de sarsıntılara meydan vermeden halkı ve devleti memnun edici ıslahat yolundayız” diyordu. Haklıydı da! Cumhuriyet’in ilk dönemlerinde tütün ihracatı tek başına Türkiye’nin toplam ihracat gelirinin % 30’unu oluşturmaktaydı.

İdare elindeki 1885 yılında kurulan ve 1994 yılma kadar çalışan Cibali Sigara Fabrikası’na yenilerini katarak, Tütün Islah Enstitüsü kurarak ve tüketicinin ihtiyacına yönelik yeni tarz ve biçimlerde ürünler hazırlayarak hizmet vermeye çalışıyordu. Örneğin, o zamanın anlayışına göre 500 veya 10’luk paketlerde sigara satılırken, paket alamayanlar için İkiz adıyla açık olarak ikisi bir arada satılan sigaralar hazırlanıyordu.

1935 yılında teneke kutuda satılan Gazi sigarasının ambalajı ve adı değiştirilerek Samsun adıyla piyasaya verildi. İlk filtreli sigara da 1959 yılında 300 kuruşa satışa çıkarılan Samsun oldu. Filtreli Samsun üretilmeye başlandığında “Filtreli sigaralar kötü vasıflı nikotin ve katranı fazla, sıhhat için zararlı tütünlerden imal olunuyor. Türk tütünlerinde ise … süzülmeyi icap ettiren bir varlığın mevcudiyetine hiç kimse inanmaz” denilerek itirazlarla karşılanıyordu. Gerçekten de bu dönemde Türk tütünü dünyaca ün kazanmıştı. ABD’de bir tütün ithalatçısı, Fuad Mehmet’e şunları anlatmıştı:

On beş seneden beri sizin tütünlerinizle meşgulüm. Harb-i Umumi’de tütünlerinizi almak imkânı kalmadığından müşterilerimize tütün beğendirmekte çok müşkilât çektik. Türk tütünlerine müşabih tütün yetiştirmek üzere birçok kıtalarda tecrübeler yaptık. Fakat muvaffak olamadık. Yalnız Kore’de yaptığımız tecrübeler bize ümid vermişti. Lâkin bunların da nefaseti sizin tütünleriniz kadar değildi. Müşterilerimiz bunu pek güzel takdir ediyorlardı. Amerika, tütünleriniz için çok ve geniş ihracat mahallidir (Fuad Mehmet, Amerika’da Türkler ve Gördüklerim, İstanbul, 1925).

1961’de mentollü Çamlıca ve 1969’da Samsun’un rakibi Maltepe piyasaya sunuldu. Uzun filtreli ilk sigara olarak da 23 Ekim 1971’de uzun Maltepe piyasaya sürüldü. Tekel Meclis, Subay, Astsubay, Asker, Köylü, Birinci isimleri ile birçok kesim için sigara üretiyordu. Mesela, Kulüp bitirimlerin, Birinci solcuların sigarasıydı. Her şeyin siyasallaştığı 1970’ler de, 1976 senesinde Maltepe paket deseninde yapılan değişiklikten sonra paket üstünde Nazi gamalı haçı bulunduğu, Bahar paketinin deseninin ise Mao’nun yüzü olduğu dedikoduları yayılmıştı.

Filtresiz sigaralar 1970’lere dek önemini korudu. Tekel 1977 senesinde Yeni Harman’ın üretimini bitirdi. Bu zamanlar sigara kaçakçılığının başladığı ve tombalacılığın önemli bir sokak mesleği haline geldiği zamanlar oldu. Yılda tüketilen 3,5 milyar paketin 1 milyarının kaçak Amerikan sigarası olduğu 1975 senesinde, 6 milyar liralık dövizin kaçırılması durumu oluştu. Tütün üreticisi ülkede kaçak sigaralar her sokakta satılırken, sigara bulunmaz olmuş, Bulgaristan’da fason sigara yaptırılmak zorunda kalınmış, “orjinal” Samsun tezgâh altına inmişti. Sonuçta ülkeye yabancı sigaranın ve tütünün girmesine yasal izin verildi. 1984’de yabancı sigara ithali başladı, 1986’da tekel kaldırıldı, 1988’de Tekel, “dünyaca ünlü Türk ve Amerikan tütünlerinden üretilen” Tekel 2000’i (1700 liraya) piyasaya verdi. Philip Morris ortaklığı 1992’de üretime başladı.

Tekel, enfiye, tömbeki ihtiyacını da karşılıyordu. 1933’de puro da üretilmesi kararlaştırıldı ve anlayanlarca halen çok beğenilen Pazar tütününden üretilen Tekel purolarının üretimine Havana’dan getirilen 22 kilo tütünle başlandı; bu tütünle dört bin puro üretilerek piyasaya verildi.

Olağan yaşam akışının sağlıksız olduğu kabul edilen kapitalist yaşam biçiminde, “sağlıklı yaşam” sürmek adına ek çaba sarf edilmesi gerektiği düşünülünce, işyerinde insanın aklını başına getiren kahveye müsaade eden sistem, çalışanlarının sigarasının dumanına boğulup dalıp gitmesine, yani kendisine sigara içilmesi için zaman ayırmasına engel olmanın kuramsal temelini yakalamış oldu: Sigara sağlık için zararlı idi. Bundan sonra kovalamaca başladı. 17. yüzyıldan beri kazanılan mevziler teker teker kaybedildi ve sigara içilmesine izin verilen kamusal mekânlar gittikçe daraltıldı. Türkiye’de de sigara paketlerine uyarılar yazılmasıyla başlayan kampanya, 1996’da çıkarılan reklam ve kapalı yerlerde sigara içme yasağı getiren yasayla mühürlendi.

Immigrants, who “inhaled the smoke of tobacco, which is nothing but foul-smelling vapor, eagerly for their entertainment and health, and blew it back out of their mouths and noses,” quickly spread the tobacco to other people. But tobacco was more expensive than usual. Pipes were smoked and pipes passed from hand to hand in a kind of pub called tabagieen. There were those who carved the walnut shells and wore reeds, and those who made pipes out of silver. For wealthy young people, smoking a pipe, dancing, riding horses, playing cards was one of the virtues that should be known. Tobacco was learned to smoke, rings were made from its smoke and blown.

Genoese merchants brought tobacco to the Ottoman lands in the last years of the 16th century. Strange as it may seem, the Genoese promoted tobacco as a kind of medicine used to treat certain diseases. In this way, everyone who wanted to stay healthy became a bar owner in a short time! It didn’t take long to switch to production after drinking. The 1848 Revolution, which engulfed the whole of Europe, also brought tobacco freedom. On March 25, 1848, the ban on smoking “in the city center and in the surrounding streets, in non-fire-hazardous places” in Berlin was lifted.

The Crimean War of 1853 was the biggest factor in the spread of smoking. Cigarettes came to Spain from Brazil, and their production began in France in 1844. For the first time in Crimea, the armies of England, France and the Ottoman Empire created an environment where cigarettes were consumed on this scale. After the war, the habit of smoking spread, and many states began to emphasize the use of good tobacco and cigarette paper to compete with cigars. When the First World War began, cigarettes became one of the primary military needs.

Tobacco was first learned with a pipe. Smoking a pipe was an action that required lots of smoke, tools and time. The craftsmanship and art exhibited in the layers they chose according to their own personalities were the rarest examples of the late Ottoman small production.

The Unionists could not put an end to the Reji monopoly, and they had to apply to the Reji and extend the concession period in order to obtain foreign debt. It was the Republic that abolished the regime, but tobacco continued to be a monopoly and take lives.

In the twentieth year of the Republic, Şükrü Saraçoğlu said, “Our two major sources of income are customs and monopolies. We are on the path of reform that satisfies the people and the state, without causing tremors in both of these,” he said. He was right! In 1935, the packaging and name of Gazi cigarettes, which were sold in tin boxes, were changed and put on the market under the name Samsun. The first filtered cigarette was Samsun, which was sold for 300 kuruş in 1959. America is a very large export destination for your tobacco (Fuad Mehmet, Turks in America and What I See, Istanbul, 1925).

Çamlıca with menthol was introduced in 1961, and Samsun’s rival Maltepe in 1969. As the first long filter cigarette, the long Maltepe was launched on October 23, 1971. In 1933, it was decided to produce cigars as well, and the production of Tekel cigars, produced from Pazar tobacco, which is still highly appreciated by those who understand, started with 22 kilos of tobacco brought from Havana; Four thousand cigars were produced with this tobacco and released to the market.

Considering that in the capitalist way of life, which is considered to be unhealthy in the ordinary course of life, additional efforts must be made to lead a “healthy life”, the system that allows coffee to bring people to their senses in the workplace is an important tool to prevent employees from suffocating in the smoke of their cigarettes, that is, to prevent them from taking time to smoke for themselves.
